It is tempting to imagine capability as something a single company produces, such as a breakthrough product, a clever design, or a decisive contract win. In the Defense Industrial Base, that picture is almost always incomplete. Capability is a property of ecosystems, not individual firms.
The strongest defense regions share a common trait: their institutions work together! Industry, government, military leaders, academia, and investors coordinate around shared goals, and the whole becomes far more capable than the sum if its parts.
Capability emerges when someone deliberately connects them with a clear sense of purpose. North Dakota’s GrandSKY and the recently launched South Dakota Defense Institute are two examples that we hope all stakeholders will lean into.
The Dakotas and Upper Midwest are well positioned to build the necessary infrastructure and connectivity tissue. The region is small enough that leaders know one another and yet substantial enough to matter nationally. Advanced manufacturing, research institutions, and a service-minded workforce are already present. What remains is the sustained work of collaboration and execution.
That work does not happen on its own. It requires forums where leaders meet, shared strategies that outlast any single administration or funding cycle, and a commitment to the long term. Ideas precede institutions; institutions shape ecosystems; and strong ecosystems strengthen national security. Collaboration is how the region turns its potential into capability.
